Joe, I think that by their criteria,Blue Water Guys would certanly meet the requirements for persumptive.
If money is whats holding things up,they should look into the waste going on in the system.For example:They contract out the services of people to provide wheelchaires to those who require one.The rental fee comes out to be many times more than the outright buying of the wheel chair.I know my C-PAP machine cost the VA about $250.00 by them buying so many at a time.The people I got mine from said that my machine would cost about $1400.00 if they sold it out to the public,but because the VA buys the in such quanities and shiped the machine to them for me,it cost just $250.00.
We need to do some checking on this,because if the people who furnish the wheel chairs on a rental basis charges say $30.00 month,for a year,that comes to about $360.00 per year for a $200.00 chair.Plus ant co-pays that may be involved.
This is just a little food for thought,but if they are looking for ways to cut cost,let them look at cleaning their own house,and not deprive the Veteran in the process.Have a great day and God Bless. Jim
